Most people know the date of their birth and the location but too many can only give a general birth time such as part of the day, morning, afternoon, evening, or a time rounded to the quarter-hour. Even the Birth Certificate time may vary up to a half-hour either way because the nurse and doctor are focused on clear of the baby and mother first and foremost.
